What a New York IHIP must include

Checked against 8 NYCRR 100.10 and NYSED's Home Instruction Q&A on 2026-10-07. Your district may have its own forms and process.

Each child's Individualized Home Instruction Plan (IHIP) must contain (100.10(d)):

  1. the child's name, age and grade level;
  2. a list of the syllabi, curriculum materials, textbooks or plan of instruction for each required subject;
  3. the dates for your quarterly reports, "spaced in even and logical periods";
  4. the names of the individuals providing instruction; and
  5. if it applies, a statement that the child is meeting compulsory education requirements through full-time study (at least 12 semester hours a semester) at a degree-granting institution, naming the institution and the subjects.

NYSED's Q&A says a district "may require only that information set forth in subdivision (d)". It also says a different approach (materials list or plan of instruction) may be used for different subjects.

A unit means 6,480 minutes of instruction per school year (100.10(e)(1)).

IHIP deadlines

Submit it within four weeks of receiving the district's materials, or by August 15, whichever is later. The district then has 10 business days (or until August 31, whichever is later) to say it complies or to list deficiencies in writing. You have 15 days (or until September 15) to fix any deficiencies (100.10(c)(2)-(4)).
